The Aspire Learning Federation is made up of two schools - Elm Park Primary School and R J Mitchell Primary School in the London Borough of Havering.

Everyone has a responsibility to promote the welfare of, and to safeguard, children and young people. 

The statutory guidance Working Together to Safeguard Children 2025 defines safeguarding children and young people’s welfare as:

  • Protecting children from maltreatment.

  • Preventing impairment of children’s health or development.

  • Ensuring that children grow up in circumstances consistent with the provision of safe and effective care.

  • Taking action to enable all children to have the best outcomes.

In our school, we work hard to provide an effective safeguarding culture to ensure that our children are able to learn and play in a safe environment where they feel secure. We empower staff to recognise if a child might be at risk of harm, and to be able to take appropriate action if they are concerned, as well as teaching our children what it means to be safe, how to behave appropriately towards others and how to recognise if they are at risk or experiencing harm. Our children are also provided with clear means to access support, knowing that their concerns will be taken seriously.

Where concerns have been raised that a pupil is suffering significant harm, or is likely to do so, the school will intervene to protect that pupil.  Action will also be taken to promote the welfare of a pupil in need of additional support, even if they are not suffering harm or are at immediate risk.
